Are you ready to lead in this new era of technology and solve some of the world s most challenging problems If so, lets talk.Your Role and Responsibilities Procurement Buyer has the responsibility for achieving best overall value for IBM when acquiring or contracting for goods and services by selecting appropriate suppliers providing optimal cost, quality and delivery. This role requires procurement of deliverables for HR Services (like Benefits, Insurance, Learning, Translation, Awards etc). The procurement buyer is required to be proficient in Japanese language. Core Duties and Responsibilities:
    • Ensure an effective procurement process is defined and operated
    • Advise and guide business on third party supplier commercial relationships
    • Develop and manage RFxes (Tenders/Requests for Purchase), including facilitating RFx response analysis and RFx assessment with stakeholder
    • Negotiate contract terms with supplier and liaise with legal staff where appropriate
    • Select suppliers and conduct a fair value determination
    • Identify savings opportunities and ensure accurate recording
    • Develop and maintain effective relationships with key internal stakeholders and with key suppliers; understand their requirements and longer-term strategies; perform supplier evaluation; analyze changing client/market conditions
    • Maintain effective audit trails for all sourcing activities and ability to maintain a good control posture
    • Create appropriate contract documentation, including flow down terms, mirroring of terms from customer contract to a vendor contract
    • Ability to manage priorities, timelines, and tasks in order to accomplish goals
    Required Technical and Professional Expertise
    • Professional with Procurement background is preferred with Japanese and English language proficiency
