Job Description

    Dear Candidate,Greetings of the day!We are Hiring forDepartment Head - Coal ProcurementPosition Title -Department Head Coal ProcurementLocation - MumbaiJob Band - 81) Job PurposePlan, Direct, Monitor & control sourcing of right quality Coal from various supply modes (Linkages, E-auction, Corporate/ washery sourcing, Alternate fuel etc) for Business Units at competitive prices while minimizing business Risk and ensuring compliance with statutory, commercial and group Values. Liaison & regular interactions with Indian Railways and Coal India and its Subsidiaries Senior officials for influence on policy matters, gathering market intelligence from domestic & global, interacting with the end use plants & facilitating all units in optimizing the coal cost & addressing key issues like grade slippages, duty refunds, making quality/ quantity available for bookings thru various auction/ supply tools of CIL etc.Job Context:Chemical division of Grasim Industries Limited is the biggest producer of Caustic Soda Lye in the country, with 8 plant across country. Power is the major cost element in Caustic production process constituting almost 65% of variable cost. Plants fulfill its power requirements from various sources with Coal based Captive power as one of the major sources of power. Coal is sourced from various sources at plants such as Linkages, E-Auction, Private coal procurement and Imports. With the dynamic Govt policies in the related areas, the strategic and operational challenges in sourcing of coal has increased multifold. High degree of complexity in the coal sourcing process requires formulation of diversified long-term and short-term strategies for its procurement. Forming and maintaining short and long-term alliances in the domestic market, to ensure uninterrupted supply for production and maintain business competitiveness, also forms a key function for this position.In addition, Coal is to be sourced at CFI level like Fashion Yarn.The approx. procurement value of coal is Rs.500 Crores per annum.Job Challenges:
    • One of the major Challenge is to monitor and maintain uninterrupted supply and availability of coal in right quality and quantity at Optimum cost.
    • To maximize procurement of coal through linkages at optimum cost and maintain safe stock in all seasons for meeting the optimum requirement of coal to ensure uninterrupted supply of power to Chlor-Alkali plants is in itself very challenging.
    • The job demands specialized knowledge of coal geology, chemistry and its availability for strategic planning of coal and its procurement through linkages.
    • The job requires day today close co-ordination and extensive liasoning with CIL and its subsidiaries, Ministry of coal, Indian Railways officials and other government departments for fulfilment of long term and short term coal requirement.
    • The job demands high degree of negotiation skills and assertiveness for finalization and signing of fuel supply agreement with coal companies for ensuring continuous supply of coal as per linkage.
    • Maintaining Coal quality and quantities of coal from CIL mines.
    • Chlor-Alkali Market is very dynamic and uncertainty leading to production fluctuations which in turn impacts coal sourcing.
    It is of great challenge to ensure quick alignment with changes in government policy by creating back-up risk mitigation plans.4) Key Result Areas/Accountabilities:Key Result Areas/AccountabilitiesSupporting Actions
    1. Coal Procurement planning
    • Understand business strategy, production plans and specific requirements of each plant by capturing internal factors driving procurement strategy such as changes in quality requirements, processes, etc.
    • Develop procurement strategy to achieve better economies of scale by considering multiple external factors such as market dynamics, imports/ domestic supply mix, contract duration, etc.
    • Develop procurement plan for short-term (1 year) and long-term (3 years) horizon in line with internal and external factors and overall procurement strategy for the organization.
    • Identification of suitable sources to be booked under linkages for respective plant strategizing for ensuring booking from the pre-identified sources as per respective unit eligibility within linkage auction policy framework.
    • Extrapolate cost of procurement for coal in line with overall procurement plan and coordinate with Financial Planning & Analysis (FP&A) team for approvals.
    1. Coal procurement
    • Review mix of coals available through Linkages and E-Auctions against quality and quantity required and identify sources for procurement.
    • Ensure execution by Unit teams for sourcing from other mines where linkage contracts have been established; intervene for quality or quantity discussions and take corrective action in discussion with CIL for escalated issues.
    • Monitor online release of spot auction notices by CIL and manage the sourcing process ensuring the execution is done within stipulated time.
    • Determine bid pricing for the spot auction in alignment with guidelines decided during the Planning and Budgeting (P&B) process; obtain management consent as per Delegation of Authority (DOA).
    • Keep an eye on production increases in potential sources for coal in order to plan for exclusive auctions, which may be released by CIL.
    • Basis CILs production scenario inputs, internal and external analysis and identified sourcing opportunities, enter into periodic contracts through the exclusive auction process; review the contracts month-on-month per quantity requirement.
    • Drive procurement through Indian agencies of international mines (such as South African mines) for requirements of small quantities and fast consumption.
    • Drive procurement through the private traders; review utility of contract on an ongoing basis given transportation logistics issues.
    • Ensure timely processing of payments for suppliers including coordination with plant teams, where required.
    1. Policy vigilance, policy advocacy and process improvement
    • Keep abreast of changes in policies and guidelines from government bodies/ ministries.
    • Keep abreast of changes, if any, in linkage eligibility for the organization as well, which is determined by policies set by CIL.
    • Align internal sourcing process to these policies and guidelines set by the ministries/ CIL and ensure regular modifications in accordance with ongoing policy changes.
    • Drive the team in identifying and proposing new initiatives, which would help establish sustainable sourcing models for the organization.
    1. MIS, reporting and action planning
    Functional reviews & control:
    • Establish Functional Reviews and MIS on monthly basis with a structured and analytical approach.
    • Ensure and Review Planned Inventory level.
    • Monitor and control all advances, securities etc and its periodical reconciliation
    System Development:
    • Standardization of Commercial Terms & Conditions.
    • Establish close monitoring of CSMG in association with Plant procurement team
    • Develop and implement SOP for Coal sourcing.
    • To develop GCV calculator for planning, navigation and procurement
    • Develop company-wide coal procurement report.
    • Develop Index based price outlook on monthly basis
    • Maintain proper documentation & record of coal procurement
    1. Liasoining - Develop and maintain relationship with Coal authorities, Central Government for Linkage & logistics sanctions on regular basis and with mining officials of respective coal companies.
    • Develop and maintain relationship with extensive liasioning with coal authorities (CIL & its subsidiary companies)
    • Day today liasioning with Railway authorities for allotment of Rakes for movement of coal and building relationship for smooth movement of coal.
    • Liasoning with freight forwarders for smooth movement of coal to plants.
    • Relationship building with CIL mines official to ensure quality of coal as per the linkage and E-auction terms.
    • Coordination with Trade associations like Coal Consumers Association.
    1. Coordination with Unit commercial team/ABG Group Companies.
    • Monthly Planning Meeting
    • Periodic visit to Plants
    • Monitoring of Inventory & quality at Plants
    • Coordination with ABG group Companies for synergy in Coal procurement.
    5) Technical CompetenciesEssential technical competencies
    • Knowledge of power plant operations, technical services, fuel management (combustion chemistry) and suitable use in boilers
    • Commercial and technical understanding of fuel and interface of fuel and boilers
    • Knowledge of coal quality/ GCV as well as Technical understanding of impact of coal use in the system
