Organisation: A.P.Centre for Financial Systems & Services (APCFSS), Government of Andhra PradeshTitle: Consultant (Data Analyst)Location: Vijayawada / Visakhapatnam, A.P.Number of Positions: 02/05Introduction :- Andhra Pradesh Centre for Financial Systems and Services (APCFSS) was set up by Government of Andhra Pradesh (GoAP) as a Section 8, not-for-profit Company in 2016. APCFSS has developed and manages the Comprehensive Financial Management System (CFMS), a Government-wide enterprise suite, for management of various aspects of Public Finances of the State of Andhra Pradesh, including budget formulation, tax & non-tax receipts, cash & debt management, expenditure (scheme, non-scheme, salaries etc.), social benefits delivery, assets etc. Developed leveraging latest tools from SAP, CFMS covers the financial transactions of all Departments of the GoAP. A dedicated team of officers drawn from the Government and SAP constitute the CFMS Wing of APCFSS. - Besides CFMS, APCFSS designs, develops and maintains mission-critical e/m Governance Solutions (Web & Mobile) for various schemes and programmes of the Government. Roles & Responsibilities : 1. Study the financial and other aspects of various Government departments and its impact on state budget2. Data analysis of development expenditure/fixed expenditure/etc. 3. Analyse the various aspects of Centrally Sponsored Schemes (CSS)/ Central Assistance to State Development Schemes (CASDS)4. Assess potential of Andhra Pradesh in drawing funds from CSS/CASDS and assist in preparing detailed project reports for drawing maximum funding from Government of India.5. Study the best practices followed by other states in implementing the CSS/CASDS and suggest measures for their adoption in Andhra Pradesh.6. Design online system for monitoring and periodic reporting of fund releases and expenditure and timely submission of utilisation certificates to Government of India. 7. Formulate action plans/ policy measures for optimal implementation of government schemes.8. Contribute in budget preparation activities9. Undertake other work as required xand requested by GovernmentDesired Profile : 1. A Graduate / PG degree in Urban Planning / Economics / Rural Management / Regulatory Governance / Development Studies / Public Policy/ CA/ CA (Inter)/ equivalent 2. Minimum 2 years of relevant professional experience in data analysing, financial modelling or statistical analysis in Public Finance / Urban Economics / Rural Economics/ Finance sector/Public Policy. It is desirable that the candidate has prior experience in assisting in designing and implementing government schemesThe selected candidates will be expected to undertake additional assignments as deemed necessaryKey Traits & Skills : 1.
