Develops purchasing programs for the corporation. Develops purchasing arrangements with vendors and suppliers. Provides pricing quotes, completes purchase orders and processes requisitions for clients. Keeps records of all acquisitions to ensure purchases remain within budget and on schedule. Develops specifications for new contract orders. Gathers quotations, examines bids and makes awards. Monitors cost, schedule and scope of assigned subcontracts to assure best quality at best value. Develop and investigate supply sources and issue request for quotations, proposals or bids for those items not covered by any existing purchasing arrangement. Resolves outstanding issues, complies with vendor requests and responds to client inquiries. Receives requisitions and checks each item for quantity, specifications and delivery requirements. Negotiates with vendors to ensure inventory is acquired in a cost effective and timely manner. Serves as liaison to vendors and suppliers. Other related duties assigned as needed.EDUCATION REQUIREMENTSBachelor s degree or the equivalent combination of education, training, or work experience.GENERAL KNOWLEDGE, SKILLS & ABILITIES Knowledge of supply chain or procurement functions and procedures Knowledge of vendor relations Knowledge of project management methods and techniques Excellent verbal and written communication skills to technical and non-technical audiences of various s levels in the organization, e.g., executive, management, individual contributors Excellent problem solving, team and time management skills managing multiple deadlines for self and others Proficiency in evaluating the performance capabilities of subordinates as well as counsel subordinates in development and/or corrective discipline Proficiency in making projections of future expenses based on analysis of cost effectiveness of past expenditures Proficiency to operate independentlyFIS JOB LEVEL DESCRIPTIONDeveloping professional role. Has general understanding of supply chain or procurement principles. Generally is responsible for smaller relationships or oversees a smaller number of vendors with less complexity. Works under close to moderate supervision with limited latitude for independent judgment. Consults with senior peers on non-complex projects to learn through experience. Typically requires up to three years related experience.,
