Job Description

Essential Job Functions

  • Measures effectiveness of operations through internal and external periodic feedback procedures. Reports feedback, recommends and implements changes as appropriate.
  • Develops and manages partnerships with external vendors by negotiating purchase order contracts and subcontracts with appropriate sources of equipment, supplies, and services.
  • Negotiates with vendors for the lowest costs and incentives and analyzes market price to determine the most effective procurement approach.
  • Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines.
  • Defines tasks and activities of staff methodologies, clearly describing deliverables, roles, and responsibilities for staff members. Ensures development and use of personnel is effective in achieving financial goals. Oversees operational controls to monitor performance and maximize the return on manpower investment. Measures project progress against plan.
  • Approves overall project plan, budgets, task descriptions and work breakdown structure, developing schedules, and contingency plans. Responsible for work status assessment and reporting. Responsible for controlling all expenditures on the work activity.
Basic Qualifications
  • Bachelors degree or equivalent combination of education and experience
  • Masters degree in business administration or related field preferred
  • Twelve or more years of procurement management experience
  • Eight or more years of leadership or supervisory experience
  • Experience working with procurement practices
  • Experience working with company policies and procedures
  • Experience working with supply sources and pricing
