Oxford Policy Management India Private Limited (OPM) is delighted to announce that we are looking to hire a Senior Consultant to join OPM-Indias Research and Evidence Practice.The Research and Evidence Practice is a global team of monitoring, evaluation, research and learning (MERL) experts that seek to improve policies, programmes and service delivery in LMICs through strengthening the production and use of information and evidence and the systems and processes that support it, and so contribute to the reduction of poverty and disadvantage at scale. We do this in collaboration with our Sector Practices which include Health, Education, Poverty and Social Protection, Climate and Resilience and Governance. This approach offers high levels of methodological rigour in combination with deep thematic and contextual knowledge and expertise.As a Senior Consultant, you will support and lead the winning and delivery of high quality and impactful evaluation projects across a broad range of. sectors in collaboration with colleagues from OPMs sectoral practices.Job DescriptionThe consultant will have responsibilities in three areas. These are aligned to the R&E-Indias strategy. In performing these responsibilities, the consultant will be expected to spend the majority of the time focused on opportunities in India and the region, with the balance spent contributing to OPMs global practice, where appropriate. The areas are:Project Delivery 35% Provide technical MEL oversight across projects implemented by OPM-India; Apply MEL technical knowledge and facilitative methods to on-going and new projects, particularly focused on the development and implementation of Theory of Change, MEL frameworks, and evaluations (including theory-based evaluations, impact evaluations, value for money assessments); Provide technical inputs into development of the approaches, methodologies (including sampling) and project implementation plans according to the TORs, analysis, report writing and dissemination; Ensure that outputs are delivered on time and in accordance with OPM and client quality and report writing standards; and, Manage monitoring and evaluation consulting projects, including primary data collections (both quantitative and qualitative) falling within the regionBusiness Development 50% Build and maintain strong collaborative, consultative and collegial working relationships with clients, including bi-lateral and multilateral donors and foundations; Support OPM Australias profile-building activities in MEL; Track short and multi-year opportunities in-line with OPMs Strategy and pipeline targets; Support the establishment of strong relationships with other organisations for potential collaboration on opportunities; Research and develop understanding of regional market. Maintain and expand network of regional consultants to work on programmes; Cultivate and foster relationships with key experts and contacts in the technical field;OPMs Technical Quality & Leadership 10% Engage in OPM technical network learning events Take a proactive approach to on- and off-job personal and career development by working on projects in other OPM portfolio areas, keeping abreast of latest developments within the Portfolio and taking opportunities to attend training events as appropriate; Develop strong and effective working relationships with OPM colleagues based in India and other OPM offices; and, Participate, through portfolio meetings and by other means, in the general development of the work of the MEL portfolio and the Company in generalQualification and Requirements Minimum of 10 years work experience providing MEL services on international development programs and Business Development Education: Post-graduate degree or above in a relevant discipline Demonstrated success in acquisition of high-value, competitively-procured, donor-funded development projects Experience undertaking large-scale complex evaluation projects in a senior capacity (e.g. as Evaluation Specialist or Technical Lead), for major donors like BMGF, FCDO, USAID etc. Experience of negotiation with senior government officials and staff of international aid agencies. Specialist knowledge of at least two of the following evaluation methods / approaches, with practical experience of putting them into practice: theory-based; process tracing, contribution tracing or contribution analysis; performance evaluation; cost-benefit analysis; QCA.
